Brussels is a unique democratic melting pot. Home to the EU institutions and their staff, it is in fact a magnet for migrants from all around the world. The Brussels-Capital Region is also experimenting with new approaches to democracy: the regional Parliament runs world-first “Deliberative Committees” putting politicians and citizens around the same table to debate and draft recommendations. Nevertheless, non-Belgian residents still cannot vote in regional elections. This leaves one third of the population without a clear voice in the regional policies which manage everything from transport to housing, from employment to urban planning.
Brussels Voice was launched by commissioner.brussels in 2021 in order to address this democratic deficit and give International Brusselers the chance to speak up. Now in its second cycle, Brussels Voice 23 is the fruit of a close collaboration with the Brussels Parliament. The participation platform recruited a panel of 45 non-Belgian residents for a detailed exploration of one topic, with the group deciding to focus on mobility policy.
Brussels Voice 23 reached its high point this Saturday 14 October, as the panel spent the day at the Brussels Parliament working alongside MPs and staff from various political groups. The citizens and policymakers drafted 15 new policy recommendations, responding to the ambitions and priorities developed by the panel during a series of preparatory workshops.
The results reveal an international community that is generally supportive of the Region’s ambitions to make green mobility the key to an accessible city of livable communities. However, the participants were critical of the institutional barriers to more integrated mobility systems – especially when it comes to better public transport connections with the periphery as an alternative to commuting by car. They also expressed concerns about safety on the roads and security in public transport spaces, particularly for vulnerable travelers. Finally, the recommendations call for a dedicated international bus/coach station.
A full report presenting all the proposals in detail will be published soon and submitted to the Parliament’s Mobility Committee for further reflection.

Activities linked to the international organisations based in our Region account for more than 20% of economic output and employment in Brussels. But International Brusselers are not just Europeans working in the EU institutions. They come from all over the world and contribute to all aspects of the economic, social and cultural life of our Region. The right to vote must remain our ultimate goal for these communities, but in the meantime I am proud that Brussels Voice have once again given them a chance to speak up on the political issues that affect their daily lives!
Malou Guérsant, participant in Brussels Voice 23: When I saw that the Brussels Commissioner and in particular Brussels Voice needed participants I didn’t hesitate one second to apply because I find it important that people have a say in the political and social matters of Brussels. Once I attended I was more motivated than ever. It was great to work together with like-minded people from multiple horizons and age groups. It was inspiring to see that everyone, despite our differences, worked as one big group.
Anushka Ruge, participant in Brussels Voice 23: I joined Brussels Voice 23 because I wanted to be more engaged in the policy debate of the region. I have been here for six years now and had little contact with what was happening in this new home of mine. Brussels Voice 23 was an excellent opportunity to connect, as it allowed me to have a voice in decisions that directly impact how I live here. The process felt very earnest, and our work will have an impact. In the long term, I hope that International Brusselers will have more opportunities like this to truly become a part of this vibrant region. There is so much potential in purposefully connecting the different communities here and utilising our diverse backgrounds.
Clara Ouvrier, participant in Brussels Voice 23: I joined Brussels Voice 23 because I have always wanted to take part in a citizen consultation. Mobility was the best topic I could possibly wish for. There is so much happening to all of us when we are on our way, when we walk, cycle, drive or take public transport. I come across a lot of positive things, a sense of freedom, or pleasant encounters. But also, quite some negative ones that I wish could change or stop, like street harassment for instance. It felt empowering to sit at a table and share these experiences of our daily lives. To see that these personal experiences were heard and valued, that I am not the only one that wants to see some things change. It’s not always easy to feel like I belong in a country that I was not born in, but Brussels Voice 23 made me feel like I somehow gave back to the community that is hosting me.
Brussels Voice was launched by commissioner.brussels in 2021 following an initiative of the former Secretary of State Pascal Smet. In the first cycle, some 1500 online and face-to-face participants created the Manifesto of the International Brusseler and its 22 proposals. Members of the regional government recently replied to that initial set of ideas.
The success of the first cycle created the momentum for a second. For this new project, commissioner.brussels worked hand in hand with the Brussels Parliament. A recruitment campaign gathered almost 600 applications, from which 45 non-Belgians were randomly selected to create a new panel of International Brusselers. When asked which policy area they most wanted to work on, the applicants selected mobility. During three multilingual workshops, the panel shared their frustrations, interviewed experts, and imagined the future of mobility and transport in Brussels.
The panel developed 15 strategic priorities, which were the starting point of the deliberative sessions at the Brussels Parliament on Saturday 14 October. At Parliament, citizens worked with members of parliament and representatives of the political groups to develop recommendations grouped around 5 topics:

Bruxelles est un carrefour démocratique inédit. Siège des institutions européennes et de leur personnel, elle est en fait un pôle d'attraction pour des migrants du monde entier. La Région Bruxelles-Capitale expérimente également de nouvelles approches de la démocratie : le Parlement régional organise des Commissions délibératives, une première mondiale, qui réunissent des politiciens et des citoyens autour d'une même table pour rédiger des recommandations. Néanmoins, les résidents non belges ne peuvent toujours pas voter aux élections régionales. Un tiers de la population n'a donc aucune voix concrète dans les politiques régionales qui touchent à des domaines aussi variés que les transports, le logement, l'emploi ou l'aménagement du territoire.
Lancé par commissioner.brussels en 2021, Brussels Voice vise à combler ce déficit démocratique en donner aux Bruxellois internationaux la possibilité de se faire entendre. Brussels Voice 23, qui en est son deuxième cycle, est le fruit d'une collaboration étroite avec le Parlement bruxellois. La plateforme de participation a recruté un panel de 45 résidents non belges pour une exploration approfondie sur un seul sujet, et le groupe a décidé de se pencher sur la politique de mobilité
Brussels Voice 23 a atteint son point fort ce samedi 14 octobre, lorsque le panel a passé la journée au Parlement de Bruxelles pour travailler avec des députés et des représentants des groupes politiques. Les citoyens et les décideurs politiques ont rédigé 15 nouvelles recommandations, qui répondent aux ambitions esquissées par le panel au cours d'une série d'ateliers préparatoires.
Les résultats révèlent une communauté internationale qui soutient généralement les ambitions de la région pour faire de la mobilité verte la clé d’une ville accessible composée de quartiers vivables. Toutefois, les participants ont critiqué les obstacles institutionnels à des systèmes de mobilité plus intégrés, en particulier lorsqu’il s’agit d’améliorer les connexions des transports en commun avec la périphérie en tant qu’alternative à la navette en voiture. Ils ont également exprimé des inquiétudes quant à la sécurité sur les routes et dans les espaces de transports publics, en particulier pour les voyageuses et voyageurs vulnérables. Enfin, les recommandations préconisent la création d’une gare routière internationale spécialisée.
Un rapport complet présentant en détail toutes les propositions sera soumis à la Commission de la mobilité du Parlement pour une réflexion plus approfondie.

Les activités liées aux organisations internationales installées dans notre Région représentent plus de 20 % de la production économique et de l'emploi à Bruxelles. Mais les Bruxellois internationaux ne sont pas seulement des Européens travaillant dans les institutions de l'UE. Ils viennent du monde entier et contribuent à tous les aspects de la vie économique, sociale et culturelle de notre Région. Le droit de vote doit rester notre objectif définitif pour ces communautés, mais en attendant, je suis fier que Brussels Voice leur ait donné une fois de plus l'occasion de s'exprimer sur les questions politiques qui touchent leur quotidien !
Malou Guérsant, participant in Brussels Voice 23 : Lorsque j'ai vu que Brussels Voice avait besoin de participants, je n'ai pas hésité un instant avant de poser ma candidature, car je trouve important que les citoyens aient leur mot à dire sur les questions politiques et sociales de Bruxelles. Une fois sur place, j'étais plus motivée que jamais. C'était formidable de travailler avec des personnes d'horizons et d'âges différents qui partagent le même esprit. C'était inspirant de voir que tout le monde, malgré nos différences, travaillait comme un seul et même groupe.

Brussels Voice 23 était une excellente occasion de nouer des liens, car elle m'a permis de m'exprimer sur des décisions qui ont un impact direct sur ma vie ici. À long terme, j'espère que les Bruxellois internationaux auront davantage de telles occasions pour s'intégrer véritablement dans cette région en pleine effervescence. Il y a tellement de potentiel à relier les différentes communautés ici et à faire usage de nos diverses origines.
Clara Ouvrier, participante à Brussels Voice 23 : La mobilité était le meilleur sujet que je pouvais souhaiter. Il se passe tellement de choses pour nous tous quand nous sommes en route, quand nous marchons, faisons du vélo, conduisons ou prenons les transports en commun. Je constate beaucoup de positif, un sentiment de liberté, ou des rencontres agréables. Mais aussi beaucoup de points négatifs que j'aimerais voir changer ou cesser, comme le harcèlement de rue par exemple. S'asseoir autour d'une table et partager ces expériences de notre vie quotidienne m'a donné un sentiment de force. De voir que ces expériences personnelles ont été entendues et valorisées, que je ne suis pas la seule à vouloir que certaines choses changent. Il n'est pas toujours facile de se sentir à sa place dans un pays où l'on n'est pas né, mais Brussels Voice 23 m'a donné l'impression de rendre quelque chose à la communauté qui m'accueille.
Brussels Voice a été lancé par commissioner.brussels en 2021 à la suite d'une initiative de l'ancien Secrétaire d'état Pascal Smet. Lors du premier cycle, quelque 1 500 participants en ligne et en présentiel ont créé le Manifeste du Bruxellois international et ses 22 propositions. Les membres du gouvernement régional ont récemment répondu à cette première série d'idées.
Le succès du premier cycle a donné l'élan nécessaire pour en lancer un second. Pour ce nouveau projet, commissioner.brussels a travaillé main dans la main avec le Parlement bruxellois. Une campagne de recrutement a permis de recueillir près de 600 candidatures, parmi lesquelles 45 non-Belges ont été sélectionnés au hasard pour créer un nouveau panel de Bruxellois internationaux. Lorsqu'on leur a demandé sur quel thème politique ils voulaient travailler, les candidats ont choisi la mobilité. Au cours de trois ateliers multilingues, le panel a partagé ses frustrations, interrogé des experts et imaginé l'avenir de la mobilité et des transports à Bruxelles.
Le panel a élaboré 15 priorités stratégiques, qui ont constitué le point de départ des sessions délibératives au Parlement bruxellois le samedi 14 octobre. Brussel is een bijzondere democratische smeltkroes. Het is de zetel van de Europese instellingen en hun personeel maar ook een ware magneet voor migranten uit de hele wereld. Het Brussels Hoofdstedelijk Gewest experimenteert sinds enkele jaren met nieuwe vormen van democratie: het gewestelijke parlement organiseert als eerste wereldwijd overlegcommissies waarin politici en burgers rond dezelfde tafel zitten om aanbevelingen op te stellen. Toch kunnen niet-Belgische inwoners nog steeds niet stemmen bij de gewestverkiezingen. Hierdoor heeft een derde van de bevolking geen duidelijke stem in het gewestelijk beleid, van transport tot wonen, van werkgelegenheid tot stadsinrichting.
Brussels Voice werd in 2021 gelanceerd door commissioner.brussels om dit democratisch tekort aan te pakken en internationale Brusselaars de kans te geven hun stem te laten horen. Deze tweede editie, Brussels Voice 23, verliep dit keer in nauwe samenwerking met het Brussels Parlement. Het participatieplatform selecteerde een panel van niet-Belgische inwoners om zich te buigen over één thema. De groep besloot zich te buigen over het mobiliteitsbeleid.
Brussels Voice 23 bereikte zijn orgelpunt zaterdag 14 oktober, toen het panel een dag in het Parlement doorbracht om hierrond samen te werken met parlementsleden en medewerkers van de fracties. Deelnemers en beleidsmakers werkten 15 concrete aanbevelingen uit, als antwoord op de ambities en prioriteiten die het panel tijdens een reeks voorbereidende workshops had ontwikkeld.
Uit de resultaten blijkt dat de internationale gemeenschap in het algemeen achter de ambities van het Gewest staat om van groene mobiliteit de sleutel te maken tot een toegankelijke stad met leefbare woonwijken. De deelnemers waren echter kritisch over de institutionele hindernissen voor meer geïntegreerde mobiliteitssystemen - vooral wat betreft betere verbindingen van het openbaar vervoer met de rand als alternatief voor pendelen met de auto. Ze spraken ook hun bezorgdheid uit over de veiligheid op de weg en in het openbaar vervoer, in het bijzonder voor kwetsbare reizigers. Tot slot wordt in de aanbevelingen gepleit voor een specifiek internationaal busstation.
Een volledig verslag waarin alle voorstellen in detail worden toegelicht, zal voor verdere reflectie worden voorgelegd aan de mobiliteitscommissie van het Parlement.

Activiteiten in verband met de in ons Gewest gevestigde internationale organisaties zijn goed voor meer dan 20% van de economische productie en tewerkstelling in Brussel. Maar internationale Brusselaars zijn niet alleen Europeanen die in de EU-instellingen werken. Ze komen van overal ter wereld en dragen bij tot alle aspecten van het economische, sociale en culturele leven in ons Gewest. Het stemrecht moet ons uiteindelijke doel blijven voor deze gemeenschappen, maar ondertussen ben ik er trots op dat Brussels Voice hen opnieuw de kans heeft gegeven om zich uit te spreken over de politieke kwesties die hun dagelijks leven raken!
Malou Guérsant, deelnemer aan Brussels Voice 23: Toen ik zag dat Brussels Voice deelnemers nodig had, heb ik geen seconde getwijfeld om me kandidaat te stellen, omdat ik het belangrijk vind dat mensen inspraak hebben in de politieke en sociale aangelegenheden van Brussel. Toen ik eenmaal meegedaan had, was ik nog meer gemotiveerd dan ooit. Het was geweldig om samen te werken met gelijkgestemden van verschillende horizonten en leeftijdsgroepen. Het was inspirerend om te zien dat iedereen, ondanks onze verschillen, als één grote groep werkte.
Clara Ouvrier, deelnemer aan Brussels Voice 23: Ik kwam bij Brussels Voice 23 omdat ik altijd al had willen deelnemen aan een burgerraadpleging. Mobiliteit was het beste onderwerp dat ik me had kunnen wensen. Ik kom veel positieve dingen tegen, een gevoel van vrijheid of leuke ontmoetingen. Maar ook heel wat negatieve dingen waarvan ik zou willen dat ze veranderen of stoppen, zoals straatpesterijen bijvoorbeeld. Het was versterkend om aan een tafel te zitten en deze ervaringen uit ons dagelijks leven te delen. Te zien dat deze persoonlijke ervaringen werden gehoord en gewaardeerd, dat ik niet de enige ben die sommige dingen wil zien veranderen. Het is niet altijd makkelijk om het gevoel te hebben dat ik thuishoor in een land waar ik niet geboren ben, maar Brussels Voice 23 gaf me het gevoel dat ik op de een of andere manier iets heb teruggegeven aan de gemeenschap die me heeft ontvangen.

In de eerste cyclus ontwikkelden ongeveer 1500 online en fysieke deelnemers het Manifest van de Internationale Brusselaar en zijn 22 voorstellen. Leden van de Brusselse Regering hebben onlangs op deze eerste reeks ideeën gereageerd.

Op de vraag aan welk beleidsdomein ze het liefst wilden werken, kozen de kandidaten voor mobiliteit. Tijdens drie meertalige workshops deelde het panel hun frustraties, interviewden ze experts en stelden ze zich de toekomst van mobiliteit en vervoer in Brussel voor.
Het panel ontwikkelde 15 strategische prioriteiten, die het uitgangspunt waren voor de overlegsessies in het Brussels Parlement op zaterdag 14 oktober. In het Parlement werkten burgers samen met parlementsleden en vertegenwoordigers van de fracties om aanbevelingen te ontwikkelen rond 5 thema's:
