Access to SPF FINANCE e-services without e-ID (ForReg) – What you need to know

Secure access to digital government services is essential in today’s hyper-connected world. In Belgium, the ForReg (Foreign Registration) system has been designed to offer a solution to persons and companies that do not have access to traditional Belgian authentication methods (eID, Itsme, and token-based authentication) or eIDAS.

This newsletter discusses the objectives of ForReg, how it works, its limitations, and provides some useful tips for successful registration.

What is ForReg?

ForReg (Foreign Registration) is an electronic service set up by the SPF (Federal Public Service) Finance. Persons or entities without a Belgian authentication method can use it to access the e-services of the SPF Finance, such as MyMinfin, Biztax, Intervat, the UBO Register, e-DEPO, etc.

👉 For whom?

  • Individuals who are unable to obtain a Belgian eID, Itsme, token password or eIDAS.
  • Foreign companies registered with the Crossroads Bank for Enterprises (CBE) without Belgian means of authentication.
  • Foreign staff of foreign legal entities.

Applications that do not meet these criteria will, in principle, be rejected.

European citizens from certain countries can access online services using their European identity card, as can citizens who use their card reader and log in with a means of electronic identification recognised at the European level.

Please note: holders of special identity cards (without an electronic chip) must specify in their application that this type of residence card does not allow them to access these electronic platforms.

Why use ForReg?

ForReg is essential if:

  • You do not have any Belgian means of authentication or an eIDAS certificate, and you need to access a SPF Finance service from abroad. You always have the option of visiting the office in person.
  • A foreign company must fulfil its legal obligations in Belgium (e.g., file tax returns

     through Biztax or Intervat).

  • You must register the beneficial owners (UBO Register) of a company.

👉 Currently, ForReg only provides access to the following SPF FINANCE e-services:

  • MyMinfin
  • Biztax (corporate income tax, corporate/non-resident income tax and income tax on legal entities)
  • Intervat (VAT)
  • UBO register (register of Ultimate Beneficial Owners (UBO) of companies)
  • PDIE (Professional diesel)
  • e-DEPO (Deposit and Consignment Fund)

What should I do to get access?

Step 1: Create a BOSA account

Go to the BOSA portal and create an account using your e-mail.

Step 2: Access the application of your choice

E.g.: Intervat. Log in to BOSA. You will be redirected to the ForReg application.

Step 3: Fill in the ForReg form

Provide the following documents:

  • A copy of your ID, along with a photo of you showing the document.
  • If you are registering on behalf of a company: employment contract, power of attorney, an extract from the commercial register, articles of association, publication in the Belgian State Gazette (translation if necessary), (work) e-mail address of you or your organisation

Step 4: Video to verify your identity

An employee of the FPS Finance will call you to further verify your identity.

Step 5: Activation

After your identity has been verified and validated, your ForReg account will be activated, and you will be automatically directed to the application of your choice after logging in with your BOSA account.

Limitations of ForReg

🚫 With ForReg, you cannot:

  • Create a fiscal mandate through ForReg,
  • Use it as a voluntary substitute for existing Belgian means.

 ⚠ ForReg can only be used for cases where no Belgian or eIDAS authentication is possible.

Example: access to the e-DEPO rental guarantee

After completing the ForReg registration process and having verified your identity during a video call, ForReg will generate a ‘bis’ registration number that you can use to set up your rental guarantee.

Please note that this process may take some time to complete.

When you go to the local townhall to register, you can inform them that you have this ‘bis’ registration number so that they can merge it with your new number.

If your local authority does not offer this service, you can always contact the e-DEPO service by e-mail at info.cdcdck@minfin.fed.be. They will take the necessary steps to transfer your data from the ‘bis’ number to the definitive number, allowing you to access your rental guarantee online.

Useful tips

  • Prepare your documents in advance: originals, sworn translations if necessary.
  • Use a stable and secure e-mail address for your BOSA account.
  • Prepare for the video conference: ensure a good connection, a well-lit room, and have documents within easy reach.
  • Keep an eye on your e-mails and your BOSA account: respond promptly to any additional requests.
  • Anticipate delays: ForReg activation can take several days to complete.
