Secure access to digital government services is essential in today’s hyper-connected world. In Belgium, the ForReg (Foreign Registration) system has been designed to offer a solution to persons and companies that do not have access to traditional Belgian authentication methods (eID, Itsme, and token-based authentication) or eIDAS.
This newsletter discusses the objectives of ForReg, how it works, its limitations, and provides some useful tips for successful registration.
ForReg (Foreign Registration) is an electronic service set up by the SPF (Federal Public Service) Finance. Persons or entities without a Belgian authentication method can use it to access the e-services of the SPF Finance, such as MyMinfin, Biztax, Intervat, the UBO Register, e-DEPO, etc.
👉 For whom?
Applications that do not meet these criteria will, in principle, be rejected.
European citizens from certain countries can access online services using their European identity card, as can citizens who use their card reader and log in with a means of electronic identification recognised at the European level.
Please note: holders of special identity cards (without an electronic chip) must specify in their application that this type of residence card does not allow them to access these electronic platforms.

👉 Currently, ForReg only provides access to the following SPF FINANCE e-services:
Step 1: Create a BOSA account
Go to the BOSA portal and create an account using your e-mail.
Step 2: Access the application of your choice
E.g.: Intervat. Log in to BOSA. You will be redirected to the ForReg application.
Step 3: Fill in the ForReg form
Provide the following documents:
Step 4: Video to verify your identity
An employee of the FPS Finance will call you to further verify your identity.
Step 5: Activation
After your identity has been verified and validated, your ForReg account will be activated, and you will be automatically directed to the application of your choice after logging in with your BOSA account.
🚫 With ForReg, you cannot:
⚠ ForReg can only be used for cases where no Belgian or eIDAS authentication is possible.
After completing the ForReg registration process and having verified your identity during a video call, ForReg will generate a ‘bis’ registration number that you can use to set up your rental guarantee.
Please note that this process may take some time to complete.
When you go to the local townhall to register, you can inform them that you have this ‘bis’ registration number so that they can merge it with your new number.
If your local authority does not offer this service, you can always contact the e-DEPO service by e-mail at info.cdcdck@minfin.fed.be. They will take the necessary steps to transfer your data from the ‘bis’ number to the definitive number, allowing you to access your rental guarantee online.
