You have been vaccinated against covid19 abroad but you live in Brussels today. How to know whether this vaccine is recognised in Belgium and whether it can be transferred into the Belgian system in order to obtain the digital vaccination certificate using the CovidSafe app?
Which vaccines are allowed in Belgium?
So far, only 5 COVID-19 vaccines are recognised by the Belgian authorities:
Vaccines certified by the EMA (European Medicines Agency):
- Pfizer/BioNTech (Comirnaty)
- Moderna
- AstraZeneca/Oxford (Vaxzevria)
- Janssen
Covishield
Other worldwide vaccines, such as the Russian Sputnik V, or the Chinese Sinopharm, are not currently recognised in Belgium.
Which vaccination certificates are valid in Belgium?
If you were vaccinated in a European Union member state other than Belgium, you received a certificate similar to the one issued by Belgium. EU Member States have agreed on a common structure of the document and every European certificate carries a unique QR code. The EU Member States scan this code to check whether the certificate is correct and valid.
If one of these 5 vaccines was administered by a non-EU country, the vaccination certificate issued by the third country can be accepted in Belgium, but under certain conditions, pending their equivalence agreement with the EU.
The certificate must provide at least the following information in Dutch, French, German or English:
the details allowing deduction of the identity of the person vaccinated (name, date of birth and/or identification number);
data demonstrating that all the doses provided for in the leaflet of one of the 5 vaccines recognised in Belgium have been administered at least two weeks prior;
the brand name and manufacturer or marketing authorisation holder of each vaccine that has been administered;
the date of injection of each vaccine dose administered;
the the name of the country where the vaccine was administered;
the issuer of the vaccination certificate with his signature, stamp or unique scannable certificate identification code.
This means that the recognition of your foreign vaccination certificate is vital to understand what quarantine and testing rules apply to your stay in Brussels.
How to gain access to CovidSafe with a foreign vaccination certificate?
A foreign Covid vaccination certificate can be transferred to the Belgian system under the following conditions:
1) You are a Belgian citizen (or the child or partner of a Belgian citizen)
OR
Your registered address is in Belgium (or you are the child or partner of a person whose registered address is in Belgium)
OR
You work/study in Belgium.
2) You must have been vaccinated with a vaccine approved by the European Medicines Agency (EMA) or the Covishield vaccine, in other words, one of the 5 vaccines currently recognised by Belgium.
3) You must have a NISS number (a national registration number or a BIS number). Your identity and address must be registered with the Belgian authorities.
If you meet these conditions, you can submit the proof of your foreign vaccination and identity document to a Belgian doctor for registration in the Belgian database, via the Vaccinnet web application. Two days after registration, you will find your certificate in the CovidSafe application.
If this does not work, simply take your national register number or your BIS number and call the call centre on +32 (0)2 214 19 19 to request a printed version.
Currently, vaccination certificates other than Pfizer/BioNTech (Comirnaty), Moderna, AstraZeneca/Oxford (Vaxzevria), Janssen or Covishield can be registered in the Vaccinnet system by the GP at the patient's request but do not result in registration on the CovidSafe app, as they are not recognised in Belgium.
Waaraan moeten in het buitenland toegediende vaccins voldoen om in België erkend te worden?
U werd in het buitenland tegen Covid19 gevaccineerd en verblijft intussen in Brussel. Hoe weet u of dit vaccin al dan niet erkend is in België? En zo ja, of het kan getransfereerd worden naar het Belgisch systeem zodat u uw digitaal certificaat kan aanvragen via de CovidSafeapp?
Welke vaccins zijn in België erkend?
Momenteel erkent België enkel de volgende vijf vaccins tegen COVID-19:
De vaccins erkend door het EMA (Europees Geneesmiddelenagentschap):
- Pfizer/BioNTech (Comirnaty)
- Moderna
- AstraZeneca/Oxford (Vaxzevria)
- Janssen
Het Covishield vaccin
Vaccins die elders bestaan zoals het Russische Sputnik V of het Chinese Sinopharm genieten momenteel geen erkenning in België.
Welke vaccinatiecertificaten zijn in België erkend?
Als u gevaccineerd bent in een ander land van de Europese Unie dan België, dan beschikt u over een certificaat dat vergelijkbaar is met het Belgische. De Lidstaten van de EU hebben afspraken gemaakt over de structuur van het document waarbij elk Europees certificaat een unieke QR-code meekrijgt. Als een Lidstaat deze code scant, blijkt onmiddellijk of het certificaat correct en gevalideerd is.
Hebt u één van de vijf hogervermelde vaccins toegediend gekregen in een derde land, dat dus geen lid is van de Europese Unie, dan kan het vaccinatiebewijs uitgegeven door het derde land onder strikte voorwaarden in België worden aanvaard in afwachting van een akkoord over de equivalentie met het EU-certificaat.
Het buitenlands vaccinatiebewijs dient in het Nederlands, het Frans of het Engels op zijn minst de volgende informatie te verstrekken:
de gegevens waaruit de identiteit van de gevaccineerde persoon kan worden afgeleid (naam, geboortedatum en/of identificatienummer);
het bewijs dat van één van de vijf vaccins die momenteel in België erkend zijn, minstens twee weken voordien alle dosissen zijn toegediend die vermeld staan in de bijsluiter;
de merknaam en de fabrikant of de vergunninghouder voor het in de handel brengen van elk toegediend vaccin;
de datum van toediening van elke dosis;
de naam van het land waar het vaccin is toegediend;
de uitgever van het vaccinatiecertificaat met diens handtekening, stempel of unieke identificatiecode van het digitaal leesbaar certificaat.
De erkenning van uw buitenlands vaccinatiecertificaat is voor u belangrijk om te weten welke regels zich opdringen inzake quarantaine en testing tijdens uw verblijf in België.
Hoe krijgt u met uw buitenlands vaccinatiecertificaat toegang tot de CovidSafe app?
Een buitenlands certificaat van vaccinatie tegen Covid-19 kan in het Belgisch systeem worden ingevoerd, maar enkel als aan de volgende voorwaarden voldaan is:
1) U hebt de Belgische nationaliteit (of u bent kind of partner van een Belgisch onderdaan);
OF
Uw officiële woonplaats ligt in België (of u bent een kind of partner van een persoon met officiële woonplaats in België);
OF
U werkt of studeert in België.
2) U hebt een vaccin toegediend gekregen dat erkend is door het Europees Geneesmiddelenagentschap (EMA) of het vaccin Covishield, met andere woorden een van de vijf vaccins die momenteel erkend zijn door de Belgische overheid.
3) U dient te beschikken over een INSZ-nummer (een een rijksregisternummer of BIS-nummer). Uw identiteit en adres moeten geregistreerd staan bij de Belgische overheid.
Indien u aan deze voorwaarden voldoet, dan kunt u het buitenlands vaccinatiebewijs voorleggen aan een Belgische arts om het te laten registreren in de Belgische gegevensbank via de webtoepassing Vaccinnet. Twee dagen na de registratie is uw certificaat beschikbaar in de CovidSafe app.
Werkt dit niet, neem dan uw rijksregisternummer of uw BIS-nummer bij de hand en neem contact op met het callcenter op nr. +32 (0)2 214 19 19 om een papieren versie van het bewijs te vragen.
Voorlopig kunnen vaccinatiebewijzen van andere vaccins dan Pfizer/BioNTech (Comirnaty), Moderna, AstraZeneca/Oxford (Vaxzevria), Janssen of Covishield door de huisarts wel in het Vaccinnet systeem worden ingevoerd, maar geven ze geen recht op registratie op de CovidSafe app zolang ze in België niet erkend zijn.
Reconnaissance des vaccins Covid administrés à l’étrangers : à quelles conditions ?
Vous avez été vaccinés contre le Covid à l’étranger et vous séjournez à présent à Bruxelles. Comment savoir si ce vaccin est reconnu en Belgique et s’il peut être transféré dans le système belge afin d’obtenir le certificat numérique via l’application CovidSafe ?
Quels vaccins sont reconnus en Belgique ?
A ce jour seuls les 5 vaccins COVID-19 suivants sont reconnus par la Belgique:
Les vaccins certifiés par l’EMA (Agence européenne des médicaments) :
- Pfizer/BioNTech (Comirnaty)
- Moderna
- AstraZeneca/Oxford (Vaxzevria)
- Janssen
Covishield
Les autres vaccins qui existent dans le monde comme par exemple le vaccin russe Spoutnik V, ou encore le chinois Sinopharm ne sont pas reconnus en Belgique pour le moment.
Quels certificats de vaccination sont reconnus en Belgique ?
Si vous avez été vacciné dans un pays membre de l’Union européenne autre que la Belgique, vous aurez reçu un certificat similaire à celui émis par la Belgique. Les États membres de l'UE se sont en effet mis d'accord sur la structure du document et chaque certificat européen comporte un code QR unique. Les États membres de l'UE scannent ce code et peuvent ainsi vérifier si le certificat est correct et valide.
Si par contre un des 5 vaccins énumérés ci-dessus vous a été administré par un pays tiers, non membre de l’Union européenne, le certificat de vaccination émis par le pays tiers pourra être accepté en Belgique mais sous certaines conditions, en attendant leur accord d’équivalence avec l’UE.
Le certificat doit contenir au moins les informations suivantes en néerlandais, français, allemand ou anglais :
les données permettant de déduire l’identité de la personne vaccinée (nom, date de naissance et/ou numéro d’identification);
des données démontrant que toutes les doses prévues dans la notice ont été administrées pendant au moins deux semaines d'un des 5 vaccins reconnu en Belgique à ce jour;
le nom de la marque et du fabricant ou du titulaire de l’autorisation de mise sur le marché de chaque vaccin qui a été administré;
la date d’injection de chaque dose du vaccin administré;
le nom du pays où le vaccin a été administré;
l’émetteur du certificat de vaccination avec sa signature, son cachet ou son code d’identification unique du certificat lisible numériquement.
La reconnaissance de votre certificat de vaccination étranger aura donc de l’importance pour savoir quelles règles appliquer en matière de quarantaine et de testing lors de votre séjour à Bruxelles.
Comment avoir accès au CovidSafe sur base d’un certificat de vaccination étranger ?
Il est possible de transférer dans le système belge un certificat de vaccination Covid étranger aux conditions suivantes :
1) Vous avez la nationalité belge (ou vous êtes l'enfant ou le partenaire d'un citoyen belge) ;
OU
Votre lieu de résidence officiel est en Belgique (ou vous êtes l'enfant ou le partenaire d'une personne dont le lieu de résidence officiel est en Belgique) ;
OU
Vous travaillez/étudiez en Belgique.
2) Vous devez avoir reçu un vaccin approuvé par l'Agence européenne des médicaments (EMA) ou le vaccin Covishield, soit un des 5 vaccins actuellement reconnu par la Belgique.
3) Vous devez avoir un numéro NISS (numéro de registre national ou numéro BIS). Votre identité et votre adresse doivent être enregistrées auprès des autorités belges.
Si vous remplissez ces conditions, vous pouvez apporter la preuve de vaccination étrangère et votre pièce d'identité à un médecin belge pour les faire enregistrer dans la base de données belge, via l’application web Vaccinnet. Votre certificat sera prêt deux jours après l'enregistrement : vous le trouverez dans l'application CovidSafe.
Si cela ne fonctionne pas, prenez votre numéro de registre national ou votre numéro BIS et appelez le centre d'appel au +32 (0)2 214 19 19 pour demander une version papier.
A ce stade, les certificats de vaccination autres que Pfizer/BioNTech (Comirnaty), Moderna, AstraZeneca/Oxford (Vaxzevria), Janssen et Covishield peuvent être enregistrés dans le système Vaccinnet par le médecin traitant, à la demande du patient, mais ne pourront pas donner lieu à un CovidSafe, n’étant pas reconnus en Belgique.
