The digital covid certificate is available in Belgium since 16 June via the "Covidsafebe" application. It will be essential for travelling in Europe this summer. This health certificate will be official, generalised and accessible on 1 July throughout the European Union, so our country is a little ahead of the game.
What is its purpose?
The EU digital Covid certificate is a free document recognised throughout the European Union that facilitates business and tourism travel abroad. By means of a QR code with a digital signature, this certificate attests that a person has been vaccinated against COVID-19, or has received a negative test result, or has recovered from COVID-19.
It thus includes three types of certificate:
Certificate of vaccination against covid-19 (valid for one year from the date of full vaccination);
PCR test certificate (which shows that you have tested negative, valid for 72 hours from the time of testing);
Certificate of recovery (which proves that you have been cured of Covid-19 for at least 11 days after a positive test and is valid for 180 days from the date of the test).
How to get it?
Via the App Store, Google Play and Android Market. The application is called "Covidsafebe". It is free and available in four languages: French, Dutch, German and English. You need your ID card to log in, via the Itsme application, for example. You will find a wallet, as in the applications for booking airline tickets. All you have to do is upload the necessary documents such as vaccination certificates, immunity certificates or proof of a negative PCR test.
If you prefer the paper version, you can also download the documents in PDF format beforehand from the masanté.be website or from brusselshealthnetwork.be (for residents of the Brussels Region). Holders of a Belgian identity card, or type E, E+, M, F...in short all cards issued by the municipalities equipped with an electronic chip (e-ID), can easily connect to these platforms by inserting their card into a card reader that connects to the computer via a USB port (available in multimedia shops, computers).
A QR code will also be affixed to the paper version. As is already the case, every Belgian resident with a Belgian e-ID can log on to these platforms to check their vaccination data, but also the results of previous Covid tests. Brussels residents are strongly advised to check the accuracy of their vaccination data via the regional platform. If you notice an error in your personal vaccination data, you can ask for a correction by calling the regional Call-Center on 02/214.19.19.
Finally, call centres will be set up to help citizens fill in the form by phone and have it delivered by post. But beware, the deadlines will not be tenable if it is necessary to prove a negative PCR test of maximum 72 hours. For Brussels you can call 02/214.19.19.
For European officials holding a special identity card, without a microchip, a tool in the form of a "digital key" is being developed in cooperation between the European institutions and the Belgian Federal Public Service - Policy and Support - BOSA. The European institutions will communicate the details of this procedure to their staff shortly. In the meantime, you should know that there are other ways to identify yourself online (without a smart card), such as
With an identity card from a Member State giving you access to the e-government of other EU countries (eIDAS) but you have to encode your Belgian national register number and this system is only valid for certain countries;
An activation link and code can be obtained in some municipalities. However, the delays are quite long at the moment;
A numerical key that can be obtained from your general practitioner provided you give him/her consent.
16 Juni : Het EU digitale Covid-certificaat doet zijn intrede in België
Het digitale EU covid-certificaat is sinds 16 juni in België beschikbaar via de applicatie "Covidsafebe". Het zal onmisbaar zijn voor reizen in Europa deze zomer. Dit gezondheidscertificaat zal op 1 juli in de hele Europese Unie officieel, algemeen en toegankelijk zijn, dus ons land loopt een beetje op de zaken vooruit.
Wat is het doel ervan?
Het digitale EU Covid-certificaat is een gratis document dat in de hele Europese Unie wordt erkend en zaken- en toeristische reizen in het buitenland vergemakkelijkt. Met behulp van een QR-code met een digitale handtekening toont dit certificaat aan dat een persoon tegen COVID-19 is ingeënt, of een negatief testresultaat heeft gekregen, of van COVID-19 is hersteld.
Het omvat dus drie soorten certificaten:
Certificaat van inenting tegen covid-19 (geldig tot één jaar na de datum van volledige inenting);
PCR-testcertificaat (waaruit blijkt dat u negatief getest bent, geldig tot 72 uur na het tijdstip van de test);
Herstelcertificaat (dat bewijst dat Covid-19 gedurende ten minste 11 dagen na een positieve test genezen is en dat 180 dagen geldig is vanaf de datum van de test).
Hoe kom je eraan?
In de App Store, Google Play en Android Market. De applicatie heet "Covidsafebe". Het is gratis en beschikbaar in vier talen: Frans, Nederlands, Duits en Engels. U heeft uw ID-kaart nodig om in te loggen, bijvoorbeeld via de applicatie Itsme. U zult een portefeuille (“wallet”) vinden, zoals in de applicaties om vliegtickets te boeken. Het enige wat u hoeft te doen is de nodige documenten uploaden, zoals vaccinatiebewijzen, immuniteitsbewijzen of bewijzen van een negatieve PCR-test.
Als u de voorkeur geeft aan de papieren versie, is het ook mogelijk om de documenten vooraf in pdf-formaat te downloaden op de website masanté.be of op brusselshealthnetwork.be (voor inwoners van het Brussels Gewest). Houders van een Belgische identiteitskaart, of type E, E+, M, F... kortom alle kaarten uitgegeven door de gemeenten met een elektronische chip (e-ID), kunnen gemakkelijk verbinding maken met deze platformen door hun kaart in een kaartlezer te steken die via een USB-poort verbinding maakt met de computer (verkrijgbaar in multimediawinkels, computers).
Op de papieren versie zal ook een QR-code worden aangebracht. Zoals nu al het geval is, kan elke Belgische ingezetene met een Belgische e-ID op deze platforms inloggen om niet alleen zijn vaccinatiegegevens te controleren, maar ook de resultaten van eerdere Covid-tests. Brusselaars wordt sterk aangeraden om de juistheid van hun vaccinatiegegevens te controleren via het gewestelijk platform. Als u een fout ontdekt in uw persoonlijke vaccinatiegegevens, kunt u een correctie aanvragen door te bellen naar het regionale Call-Center op 02/214.19.19.
Ten slotte zullen ook callcenters worden opgezet om de burgers te helpen het formulier telefonisch in te vullen en het per post te laten bezorgen. Maar let op, de termijnen zijn niet houdbaar als een negatieve PCR-test van maximaal 72 uur moet worden aangetoond. Voor Brussel kunt u hiervoor bellen naar 02/214.19.19
Voor Europese ambtenaren die in het bezit zijn van een speciale identiteitskaart zonder microchip, wordt in samenwerking tussen de Europese instellingen en de Belgische Federale Overheidsdienst - Beleid en Ondersteuning - BOSA een instrument in de vorm van een "digitale sleutel" ontwikkeld. De Europese instellingen zullen de details van deze procedure binnenkort aan hun personeel meedelen. In de tussentijd moet u weten dat er andere manieren zijn om u online te identificeren (zonder smartcard), zoals :
Met een identiteitskaart van een EU-lidstaat kan u toegang krijgen tot het e-government van andere EU-landen (eIDAS), maar u moet uw Belgische rijksregisternummer invoeren en dit systeem is alleen geldig voor bepaalde landen;
Een activeringslink en een code kunnen in sommige gemeenten worden verkregen, maar de vertragingen zijn op dit moment vrij groot ;
Een digitale sleutel die bij uw huisarts kan worden verkregen op voorwaarde dat u hiervoor toestemming geeft.
16 juin : Le certificat Covid numérique européen est disponible en Belgique
Le certificat covid numérique est disponible en Belgique depuis ce 16 juin via l’application « Covidsafebe ». Il sera indispensable pour se déplacer en Europe cet été. Ce certificat sanitaire sera officiel, généralisé et accessible le 1er juillet dans toute l'Union Européenne, notre pays prend donc un peu d'avance.
Quel est son but ?
Le certificat Covid numérique est un document gratuit reconnu dans toute l'Union européenne qui facilite les voyages professionnels et touristiques à l’étranger. Grâce à un QR code portant une signature numérique, ce certificat atteste qu’une personne a été vaccinée contre la COVID-19, ou a reçu un résultat de test négatif, ou s’est rétablie de la COVID-19.
Il comprend ainsi trois types de certificat :
Certificat de vaccination contre le covid-19 (valable un an à partir de la date de vaccination complète);
Certificat de test PCR (qui montre que vous avez été testé négatif, avec une durée de validité de 72 heures à compter de la réalisation du test);
Certificat de rétablissement (qui prouve une guérison du Covid-19 depuis au moins 11 jours après un dépistage positif et est valable 180 jours à compter de la date de réalisation du test).
Comment se le procurer ?
Sur l’App Store, Google Play et Android Market . L’application porte le nom de “Covidsafebe”. Elle est gratuite et est disponible en quatre langues : français, néerlandais, allemand et anglais. Il faut sa carte d’identité pour s’y connecter, via l’application Itsme, par exemple. Vous y retrouverez un wallet, comme dans les applications pour réserver des billets d’avion. Il suffit d’y télécharger les documents nécessaires que sont les certificats de vaccination, d’immunité ou la preuve d’un test PCR négatif.
Si vous préférez la version papier, il est également possible de télécharger les documents en format PDF au préalable sur le site masanté.be ou sur brusselshealthnetwork.be (pour les habitants de la Région bruxelloise). Les personnes titulaires d’une carte d’identité belge, ou de type E,E+,M, F…bref toutes les cartes délivrées par les communes munies d’une puce électronique (e-ID), peuvent facilement se connecter à ces plateformes en insérant leur carte dans un lecteur de carte qui se connecte à l'ordinateur par un port USB (disponible dans les magasins de multimédias, ordinateurs).
Un QR code sera aussi apposé sur la version papier. Comme c’est déjà le cas, chaque habitant de la Belgique en possession d’une e-ID belge peut se connecter sur ces plateformes pour vérifier ses données de vaccination, mais aussi les résultats des tests Covid précédents. Il est vivement recommandé aux Bruxellois.es de vérifier l'exactitude de leurs données de vaccination via la plateforme régionale. Si vous constatez une erreur dans vos données personnelles de vaccination, vous pouvez demander une correction en appelant le Call-Center régional via le 02/214.19.19.
Enfin des call center seront mis en place qui aideront les citoyens à remplir le formulaire par téléphone afin de le faire livrer par la poste. Mais attention, les délais ne seront pas tenables s'il faut prouver un test PCR négatif de maximum 72h. Pour Bruxelles vous pouvez appeler le 02/214.19.19.
Pour les fonctionnaires européens titulaires d’une carte d’identité spéciale, sans puce électronique un outil prenant la forme d’une « clé numérique » est en cours de développement réalisé en coopération entre les institutions européennes et le Service Public Fédéral belge - Politique et Soutien – BOSA. Les institutions européennes communiqueront les détails de cette procédure à leur staff d’ici peu. D’ici là sachez qu’il existe d’autres moyens de s’identifier en ligne (sans carte à puce), comme :
Avec une carte d'identité d'un État membre vous donnant accès à l’administration en ligne d'autres pays de l’UE (eIDAS) mais vous devez encoder votre numéro de registre national belge et ce système ne vaut que pour certains pays ;
Un lien d'activation et un code pouvant être obtenus dans certaines communes. Cependant, les délais sont assez longs pour le moment ;
Une clé numérique pouvant être obtenue auprès de votre médecin généraliste à condition que vous lui donniez un consentement.
