International Brusselers take their Manifesto to the Brussels Parliament
What future does the international community of Brussels imagine for our region? What do elected politicians think of their proposals? And how can we ensure that International Brusselers have a real voice in regional politics?
These were the big questions at Brussels Voice ’22, the first ever Day of the International Brusseler. The event took place at the Brussels Parliament on 28 April, gathering international residents, policymakers and regional MPs representing most political groups.
Brussels Voice ’22 marked the formal handover of the Manifesto of the International Brusseler to the Brussels Parliament and Government. The manifesto was developed by the more than 1300 International Brusselers who participated in the project Live here. Speak, hear which was launched in 2021 by commissioner.brussels and State Secretary Pascal Smet. 1 in 3 residents of Brussels has the nationality of another country, but non-Belgians cannot vote in the regional elections.
To address this democratic deficit, we created a new democratic space where International Brusselers could come together and develop their own vision for the region.
The manifesto contains 22 detailed policy proposals on 6 vital topics:
· How can we give International Brusselers a meaningful say in regional politics?
· How can we make it easier for new arrivals and non-Belgians to interact with public authorities and administration?
· How do we make getting around Brussels greener, more efficient and more accessible?
· How can we make our streets and parks a welcoming environment for everyone?
· How can we make Brussels, and especially the European Quarter, a liveable, affordable and family-friendly place to call home?
· How should we manage waste and keep Brussels clean?
The event was a lively success, with International Brusselers passionately defending not just their proposals but their very right to have a say in the policies of their home region. Around 40 International Brusselers were in the hemicycle to witness the event in person and many more were watching online. 12 Members of Parliament also attended. They acknowledged and welcomed the manifesto, underlining that International Brusselers share the concerns of their Belgian neighbours. There was also broad support for both continuing to engage with the community and seeking ways to give them the right to vote in regional elections. Closing the discussions, Pascal Smet, Brussels State Secretary for European and International Relations, announced that a new consultative body for International Brusselers. From now on the process will exist under the name Brussels Voice.
Alain Hutchinson, Brussels Commissioner for Europe and International Organisations, celebrated the success of the project and the event. “I was pleased that commissioner.brussels could take the lead in this bold experiment in participative democracy. International Brusselers are a vital part of our economic and social life, and they have developed some fascinating proposals which offer a snapshot of their worries and hopes. Today’s event was also a big step. Never before has the regional parliament welcomed non-Belgians and new arrivals in this way. The discussions showed that International Brusselers really care about their home and that they have a lot to offer when we give them a chance to speak up.”
Pascal Smet, Brussels State Secretary for European and International Relations, looked to the future. “International Brusselers matter. Giving them a voice is a first step in valuing this
important part of the population that is too often ignored in Brussels. It was important to present and discuss the demands of the Manifesto in parliament. In front of elected politicians, because fighting against this democratic aberration is essential for me. It is up to us, as policy makers, to implement their recommendations. Only then we will be able to achieve our ambition to become an international city worthy of the name. We will therefore continue the consultations and make them permanent. One man, one vote. That is our goal.”

But this shouldn’t just be one-time event. We want our voice to be heard in the democratic process. We live here, we belong here, and this is our home too. We deserve a real voice on the regional policies which we help to finance.”

Welke toekomst ziet de internationale gemeenschap van Brussel voor ons gewest? Wat vinden verkozen politici van hun voorstellen? En kunnen we ervoor zorgen dat internationale Brusselaars een echte stem in het gewestelijke beleid hebben?
Dat waren de grote vragen tijdens Brussels Voice ‘22, de eerste Dag van de Internationale Brusselaar. Internationale Brusselaars, gewestelijke beleidsmakers en Brusselse parlementsleden van de meeste politieke fracties kwamen op 28 April samen tijdens dit evenement in het Brussels Parlement.
Het Manifest van de Internationale Brusselaar werd tijdens deze Brussels Voice ‘22 formeel overhandigd aan het Brussels Parlement en de Brusselse regering. Dit manifest kwam tot stand dankzij de meer dan 1300 internationale Brusselaars die aan het project Live here. Speak, hear. Deelnamen. Het project werd in 2021 gelanceerd door commissioner.brussels et Staatssecretaris Pascal Smet. 1 op 3 mensen die in het Brussels Hoofdstedelijk Gewest woont, heeft een buitenlandse nationaliteit. Desondanks mogen niet-Belgen hun stem niet uitbrengen in de gewestelijke verkiezingen. Brussels Voice schept een nieuwe democratische ruimte waar de internationale Brusselars een invloed kunnen hebben op het beleid, dat ook hun dagelijkse leven beïnvloedt.
Het manifest bevat niet minder dan 22 gedetailleerde beleidsvoorstellen over 6 cruciale thema’s:
· Hoe kunnen we internationale Brusselaars een betekenisvolle inbreng in het gewestelijke beleid geven?
· Hoe kunnen we de omgang tussen nieuwkomers en niet-Belgen met de openbare overheden en besturen vlotter laten verlopen?
· Hoe kunnen we Brussel groener, doeltreffender en toegankelijker maken?
· Hoe kunnen we onze straten en parken uitnodigend maken voor iedereen?
· Hoe kunnen we van Brussel, en vooral de Europese wijk, een meer leefbare, betaalbare en gezinsvriendelijke plaats maken die we ons thuis kunnen noemen?
· Hoe zouden we afval moeten beheren en Brussel proper houden?
Het evenement was een levendig succes, waarbij internationale Brusselaars niet alleen hun voorstellen, maar ook hun recht om mee te beslissen over het beleid van hun thuisregio, hartstochtelijk verdedigden. De parlementsleden waren ingenomen met het manifest en onderstreepten dat de Internationale Brusselaars de bezorgdheid van hun Belgische buren delen. Er was ook brede steun voor de voortzetting van de contacten met deze gemeenschap en voor het zoeken naar manieren om hen stemrecht te geven bij regionale verkiezingen. Ter afsluiting van de besprekingen kondigde Pascal Smet, Brussels staatssecretaris voor Europese en Internationale Betrekkingen, aan dat een nieuw overlegorgaan voor Internationale Brusselaars zal worden opgericht.
Brussels Commissaris voor Europa en de internationale organisaties Alain Hutchinson was verheugd over het succes van het project en het evenement. “Het deed me plezier dat commissionner.brussels het voortouw mocht nemen in dit gedurfde experiment in participatieve democratie. Internationale Brusselaars zijn essentieel voor ons economische en sociale leven. Ze hebben een aantal fascinerende voorstellen uitgewerkt die hun zorgen en verlangens weerspiegelen. Het evenement van vandaag was ook een belangrijke stap. Het is de eerste keer ooit dat het gewestelijk parlement niet-Belgen en nieuwkomers op deze manier verwelkomt. De besprekingen hebben aangetoond dat internationale Brusselaars echt om hun thuis geven en dat ze veel te bieden hebben als we ze de kans geven om hun stem te laten horen.”
Staatsecretaris voor Europese en Internationale Betrekkingen Pascal Smet keek naar de toekomst. “De internationale Brusselaars tellen mee. Ze zijn een essentieel onderdeel van onze maatschappij en worden te weinig gehoord. Hen een stem geven is een eerste stap om hen naar waarde te schatten. We gaven een belangrijk signaal door ze hun wensen uit het Manifest in het parlement te laten voorstellen. Het is aan ons als beleidsmakers om hun aanbevelingen door te voeren en om te strijden tegen deze democratische tekortkoming. Alleen zo kunnen we onze ambitie waarmaken om van Brussel een internationale stad te maken. We gaan de bevragingen in de toekomst voortzetten en duurzaam maken. One man, one vote. Dat is ons doel.”
Ilaria Maselli, een internationale Brusselaar van Italiaanse origine die op Brussels Voice ‘22 sprak, benadrukte dat de internationale gemeenschap een plaats in het gewestelijke beleid verdient. “Mijn Belgische echtgenoot zegt soms dat ik meer Brusselaar ben dan hij. Ik was dan ook heel trots om vandaag de ideeën van mijn gemeenschap aan het Parlement te kunnen voorstellen. Maar dit zou meer dan een eenmalig evenement moeten zijn. We willen dat onze stem in het democratische proces wordt gehoord. We wonen hier, horen hier thuis en zijn hier ook thuis. We verdienen een echte stem in het gewestelijke beleid, dat we ook mee financieren.”

Quel avenir la communauté internationale de Bruxelles imagine-t-elle pour la Région ? Que pensent les élus politiques de leurs propositions ? Comment s’assurer que les Bruxellois internationaux aient réellement voix au chapitre dans la politique régionale ?
Voici les grandes questions posées à l’occasion de Brussels Voice ’22, le tout premier Jour du Bruxellois international. L’événement s’est déroulé le 28 avril au Parlement bruxellois, rassemblant les habitants internationaux, les décideurs politiques régionaux, et des parlementaires bruxellois qui représentent la plupart des groupes politiques.
Bussels Voice ’22 a marqué la remise officielle du Manifeste du Bruxellois international au Parlement et au Gouvernement bruxellois. Ce manifeste a été élaboré par les plus de 1300 Bruxellois internationaux qui ont pris part au projet Live here. Speak, hear. Ce dernier a été lancé en 2021 par commissioner.brussels et le Secrétaire d’État Pascal Smet. Dans la Région de Bruxelles-Capitale, un résident sur trois a une nationalité autre que belge, or les non belges n’ont pas le droit de vote aux élections régionales. Pour combler ce déficit démocratique, on a créé une nouvelle espace démocratique où les Bruxellois internationaux ont pu se fédérer pour développer leur propre vision pour la région.
Le manifeste contient 22 propositions politiques détaillées portant sur 6 domaines cruciaux :
· Comment donner réellement voix au chapitre aux Bruxellois internationaux dans les politiques régionales ?
· Comment faciliter l’interaction des nouveaux arrivants et non Belges avec les administrations et autorités publiques ?
· Comment rendre la mobilité bruxelloise plus verte, plus efficace et plus accessible ?
· Comment faire de nos rues et parcs des endroits accueillants pour tous ?
· Comment faire de Bruxelles, et plus particulièrement du Quartier européen, un endroit vivable, abordable et familial où l’on se sent chez soi ?
· Comment gérer les déchets et garder la ville propre ?
L'événement a connu un vif succès et les Bruxellois internationaux ont défendu avec passion non seulement leurs propositions mais aussi leur droit à s’exprimer sur les politiques de leur région. Une quarantaine de Bruxellois internationaux étaient présents dans l'hémicycle pour assister à l'événement en personne et de nombreux autres ont suivi en ligne. 12 membres du Parlement étaient également présents. Ils ont reconnu et salué le manifeste, soulignant que les Bruxellois internationaux partagent les préoccupations de leurs voisins belges. Un large soutien a également été exprimé en faveur de la poursuite de l'engagement avec la communauté et de la recherche de solutions pour leur donner le droit de vote aux élections régionales. En conclusion des discussions, Pascal Smet, Secrétaire d’État bruxellois aux Relations européennes et internationales, a annoncé qu'un nouvel organe consultatif pour les Bruxellois internationaux serait créé. Ce processus se poursuivra dorénavant sous le nom de Brussels Voice.
Alain Hutchinson, Commissaire bruxellois à l’Europe et aux Organisations internationales, s’est félicité du succès de ce projet et de l’événement : « Je suis heureux que commissioner.brussels ait pu être à la manœuvre dans cette expérience audacieuse de démocratie participative. Les Bruxellois internationaux sont essentiels à notre vie économique et sociale, ils ont développé plusieurs propositions fascinantes offrant un instantané de leurs préoccupations et de leurs espoirs. L’événement d’aujourd’hui a également été une étape importante. Jusqu’alors, le Parlement régional n’avait jamais accueilli de non-belges et de nouveaux arrivants de cette manière. Ces discussions ont montré que les Bruxellois internationaux ont réellement leur chez-eux à cœur et qu’ils ont beaucoup à offrir quand on leur donne l’occasion de s’exprimer. »
Pascal Smet, Secrétaire d’État bruxellois aux Relations européennes et internationales, a regardé vers l’avenir. « Les Bruxellois internationaux comptent. Leur donner la parole est une première étape pour valoriser cette partie importante de la population trop souvent ignorée à Bruxelles. C’était important de présenter et de discuter les revendications émises dans Manifesto au sein du parlement. Devant les élus du peuple car lutter contre cette aberration démocratique est pour moi essentiel. C'est à nous, décideurs politiques, de mettre en œuvre leurs recommandations. Ce n'est qu'alors que nous pourrons réaliser notre ambition de devenir une ville internationale digne de ce nom. Nous allons donc poursuivre les consultations et les pérenniser afin d’arriver à un objectif : one man, one vote. »
Ilaria Maselli, Bruxelloise internationale d’origine italienne, s’est exprimée au Brussels Voice ’22 en insistant sur le fait que sa communauté a sa place dans la politique régionale : « Mon mari, qui est belge, dit parfois que je suis plus bruxelloise que lui, j’étais donc très fière de présenter aujourd’hui les idées de ma communauté au Parlement. Mais il ne devrait pas s’agir d’un événement unique. Nous souhaitons être entendus dans le processus démocratique. Nous vivons ici, nous avons notre place ici, et c'est aussi notre maison. Nous méritons d’être entendus dans les politiques régionales que nous contribuons à financer. »
