POLITICAL SUMMIT MEETING BETWEEN THE BRUSSELS GOVERNMENT AND THE EUROPEAN INSTITUTIONS
Yesterday, the 7th meeting took place between ministers from the Brussels Region and representatives of the European institutions based in Brussels. This annual summit provides an opportunity to discuss the international presence in Brussels, its impact on the territory and how it should be organised. This year, the various policies pursued by the new Brussels government and which are linked to this presence were also presented.
This BCRG-EU summit, chaired by Brussels Minister-President, Rudi Vervoort, and the Brussels Commissioner for Europe and International Organisations, Alain Hutchinson, brought together regional ministers for the Environment, Alain Maron, for Mobility, Elke Van den Brandt, and Secretary of State for European and International Relations, Pascal Smet, as well as representatives of the six European institutions: the European Parliament, the Council of the European Union, the European Commission, the European Committee of the Regions, the European Economic and Social Committee, and the European External Action Service.
These annual meetings offer the opportunity to take stock of the various projects that the European institutions are planning in the Brussels area, as well as the major redevelopment work that the BCR has undertaken to carry out, particularly in the European quarter.
The decisions taken and directions defined during these summits constitute in large part the basis of the CEIO’s day-to-day work: setting up work groups, new projects involving the EU institutions and regional and local authorities, and contact and information exchanges aimed at resolving specific issues relating to the development of public space.
“This meeting is an occasion for discussions and real collaboration between the Brussels Region and the European institutions based here, and we are ever more convinced by the results of the fruitful dialogue that we maintain with them and of their involvement in Brussels life. After having established mutual confidence over the five years of the CEIO’s activities, we are now able to successfully tackle the more complex issues such as social conviviality in the European quarter and the redevelopment of certain public areas around the institutions. Our dialogue with the European institutions is all the more important as, let’s not forget, they represent a growing element of attractiveness for our Region in economic and cultural terms, and contribute to its diversity”says Alain Hutchinson, Commissioner for Europe.
"Today's summit was particularly important as it brought together, for the first time since the new legislature, my government and senior representatives of the European institutions. It was also an opportunity to meet European Commissioner Johannes Hahn, newly appointed responsible for European Commission infrastructure policy, and to discuss urban development projects in the European quarter. Constructive discussions also took place on the policies we intend to pursue in the areas of security, mobility and the environment”declares Minister-President Rudi Vervoort.
“The European quarter has immense potential in terms of mobility and quality of life. We want to invest there, based on a close understanding with the European institutions, in calm, relaxed streets and neighbourhoods that are more convivial and fluid. During the meeting, we listened to and understood the requirements of the European institutions. We also presented the various projects which are going to concern them and improve the daily life and mobility of numerous European officials and residents of the European quarter, such as the total redevelopment of Schuman Square and the planned developments for public transport and cycle paths”states the Minister for Mobility, Elke Van den Brandt.
“The bonds between the Brussels-Capital Region and the European institutions are strengthened each time a summit meeting is held. Today, both parties got to know one and other in a pleasant atmosphere for the first time since the formation of the new Brussels government and the new European term of office. In addition to other meetings between the BCRG and EU, it is the ideal occasion to listen to the preoccupations of each party. We pay particular attention to the issues which are important to both parties, such as public space and urban planning. The redevelopment of Schuman Square is an example of a common priority”confirms Pascal Smet, Secretary of State for European and International Relations.
SOMMET POLITIQUE ENTRE LE GOUVERNEMENT BRUXELLOIS ET LES INSTITUTIONS EUROPEENNES
Hier s’est tenue la 7ème rencontre entre les ministres de la Région bruxelloise et les représentants des institutions européennes basées à Bruxelles. Ce sommet annuel est l’occasion d’aborder la présence de l’international à Bruxelles, son impact sur le territoire et comment l’organiser. Cette année, les différentes politiques menées par le nouveau gouvernement bruxellois et qui ont un lien avec cette présence ont été également présentées.
Ce Sommet GRBC-UE présidé par le Ministre-Président bruxellois Rudi Vervoort et le Commissaire à l’Europe Alain Hutchinson, a réuni les Ministres régionaux de la Mobilité, Elke Van den Brandt, de l’Environnement Alain Maron, et le Secrétaire d’Etat des Relations Européennes et Internationales Pascal Smet ainsi que les représentants des six institutions européennes: Parlement européen, Conseil de l’Union européenne, Commission européenne, Comité des Régions, Comité Economique et Social européen, Service européen pour l’action extérieure.
Ces réunions annuelles sont l’occasion de faire le point sur les différents projets que les institutions européennes planifient sur le territoire bruxellois, mais aussi les grands travaux de réaménagement que la RBC s’est engagée à réaliser, notamment dans le quartier européen.
Les décisions prises et les orientations définies lors de ces sommets constituent notamment la base du travail quotidien du CEOI : la mise en place de groupes de travail, les nouvelles collaborations entre institutions UE et administrations régionales et locales, les contacts et les échanges d’information pour essayer de résoudre certains défis liés à l’aménagement de l’espace public.
«Cette rencontre est un moment d’échange et de véritable collaboration entre la Région Bruxelloise et les institutions européennes qui y siègent, toujours plus convaincues du dialogue fructueux que nous entretenons avec elles et de leur implication dans la vie bruxelloise. Après avoir établi une confiance réciproque tout au long des 5 ans d’activités du Commissariat à l’Europe, nous pouvons maintenant aborder avec succès des dossiers complexes tels que la convivialité dans le quartier européen ou le réaménagement de certains espaces publics autour des institutions. Notre dialogue avec les institutions européennes est d’autant plus important que celles-ci, ne l’oublions pas, représentent un facteur croissant d’attractivité pour notre Région en termes économiques et culturels, et contribuent à sa diversité. »précise Alain Hutchinson, Commissaire à l’Europe.
« Le somment organisé aujourd’hui était particulièrement important puisqu’il a réuni pour la première fois depuis la nouvelle législature, mon gouvernement avec les hauts représentants des institutions européennes. C’était également l’occasion de rencontrer le Commissaire européen Johannes Hahn nouvellement en charge de la politique immobilière de la Commission européenne, et d’aborder les projets de développement urbain dans le quartier européen. Des échanges constructifs ont également eu lieu sur les politiques que nous entendons mener en matière de sécurité, de mobilité et d’environnement. » déclare Rudi Vervoort, le Ministre-Président bruxellois.
« Le quartier Européen a un immense potentiel en termes de mobilité et de qualité de vie. Nous voulons y investir, en bonne intelligence avec les institutions européennes; dans des rues et des quartiers apaisés, plus conviviaux en plus fluides. Lors de la réunion, nous avons écouté et entendu les demandes des institutions européennes. Nous leur avons aussi présenté les différents projets qui vont les concerner et améliorer le quotidien et la mobilité de nombreux employés des institutions UE et habitants du quartier européen, tels que le réaménagement complet de la Place Schuman, et les développements prévus de transports publics et de pistes cyclables. » précise Elke Van den Brandt, la Ministre de la Mobilité.
« A l’heure du Green deal, il est essentiel que la présence des institutions européennes constitue un atout et un levier pour faire de Bruxelles un laboratoire des bonnes pratiques à développer pour répondre aux objectifs de transition de l’Union européenne. Au vu des défis à relever au cours de ces nouvelles législatures bruxelloise et européenne, l’exemplarité des pouvoirs publics devra servir l’ambition climatique partagée par tous les participants au sommet de ce jour. En ce sens, l’organisation de ces moments d’échange direct autour de dossiers concrets ont permis de poser les jalons d’une collaboration positive et efficace que nous ne cesserons d’alimenter de manière constructive. » ajoute Alain Maron, le Ministre de l’Environnement.
« Les liens entre la Région de Bruxelles-Capitale et les institutions européennes sont renforcés à chaque fois qu'un sommet se tient. Aujourd'hui, les deux parties ont fait une première et agréable connaissance depuis la mise en place du nouveau gouvernement de Bruxelles et de la nouvelle législature européenne. Outre les autres réunions entre la région et les institutions européennes, c'est le moment idéal pour écouter les préoccupations de chacun. Nous accordons une attention particulière aux questions qui sont importantes pour les deux parties, telles que l'espace public et l'urbanisme. Le réaménagement de la place Schuman est un exemple de priorité commune. » confirme Pascal Smet, le Secrétaire d'État aux relations européennes et internationales.
BELEIDSTOP TUSSEN DE BRUSSELSE REGERING EN DE EUROPESE INSTELLINGEN
Gisteren vond de zevende ontmoeting tussen de ministers van het Brussels Gewest en de vertegenwoordigers van de Europese instellingen plaats. Deze jaarlijkse top is de aanleiding om de internationale aanwezigheid in Brussel te bespreken, met de impact die deze heeft op het grondgebied en de wijze waarop ze wordt georganiseerd. Dit jaar voorzag de agenda eveneens in de beleidsinitiatieven van de nieuwe Brusselse Regering die met deze aanwezigheid verband houden.
De Top BHR-EU, voorgezeten door Brussels Minister-President Rudi Vervoort en Commissaris voor Europa Alain Hutchinson, bracht de Gewestelijke Ministers van Leefmilieu Alain Maron en van Mobiliteit Elke Van den Brandt en Staatssecretaris voor Europese en Internationale Betrekkingen Pascal Smet samen met de vertegenwoordigers van de zes Europese instellingen: het Europees Parlement, de Raad van de Europese Unie, de Europese Commissie, het Comité der Regio’s, het Europees Economisch en Sociaal Comité en de Europese Dienst voor Extern Optreden.
Deze jaarlijkse vergaderingen bieden kansen om een stand van zaken op te maken voor de verschillende projecten die de Europese instellingen plannen op het Brussels grondgebied, maar eveneens voor de grote herinrichtingswerken waartoe het Brussels Gewest zich onder meer in de Europese Wijk heeft verbonden.
De beslissingen die op deze toppen worden genomen en de oriënteringen die er worden uitgetekend, gelden als basis voor een groot deel van de werkzaamheden van het CEIO: de oprichting van werkgroepen, nieuwe samenwerkingsverbanden tussen de EU-instellingen en de gewestelijke en lokale Brusselse besturen, contacten en informatie-uitwisseling om bepaalde situaties op te vangen die verband houden met de inrichting van de openbare ruimte.
« Deze ontmoeting is telkens een uniek contactmoment dat leidt tot reële samenwerking tussen het Brussels Hoofdstedelijk Gewest en de Europese instellingen die hier hun thuisbasis hebben. Zij blijken steeds sterker overtuigd van de dialoog die wij met hen onderhouden en van hun eigen rol in het Brussels leven. In de vijf jaar dat het Commissariaat voor Europa bestaat, hebben we een vertrouwensrelatie uitgebouwd zodat we vandaag met succes complexe dossiers kunnen aansnijden zoals de leefbaarheid van de Europese Wijk en de herinrichting van bepaalde openbare ruimten rond de instellingen. Het belang van onze dialoog met de Europese instellingen mag niet worden onderschat. Vergeet niet dat zij een steeds grotere factor zijn in de economische en culturele aantrekkingskracht die ons Gewest uitoefent en dat zij sterk bijdragen tot zijn diversiteit. »stelt Alain Hutchinson, Commissaris voor Europa.
« De top van vandaag is bijzonder belangrijk omdat hij voor het eerst tijdens de nieuwe legislatuur mijn regering samenbrengt met de hoge vertegenwoordigers van de Europese instellingen. Het was ook een gelegenheid om de Europese commissaris Johannes Hahn, de pas aangetreden verantwoordelijke voor vastgoedbeleid van de Europese Commissie en te discussiëren over stedelijke wikkelingsprojecten in de Europese Wijk. Er zijn ook constructieve contacten gelegd over het beleid dat wij voeren inzake veiligheid, mobiliteit en leefmilieu. » aldus nog Minister-President Rudi Vervoort.
«De Europese Wijk heeft een immens potentieel qua mobiliteit en levenskwaliteit. Wij willen hier in volledige samenspraak met de Europese instellingen investeren: in rustige straten en wijken, in leefbaarheid en vlottere stromen. Tijdens de vergadering hebben we geluisterd naar wat de Europese instellingen vragen. Wij hebben hen meerdere projecten toegelicht die ook hen betreffen en die de dagelijkse realiteit en de mobiliteit van talloze werknemers van de Europese instellingen en inwoners van de Europese Wijk zullen verbeteren zoals de volledige heraanleg van het Schumanplein en de geplande ontwikkeling van het openbaar vervoer en fietspaden. » verklaarde Minister van Mobiliteit Elke Van den Brandt.
«Ten tijde van de Green Deal is het van essentieel belang dat de aanwezigheid van de Europese instellingen een troef en een hefboom is om van Brussel een laboratorium van goede praktijken te maken die moeten worden ontwikkeld om de overgangsdoelstellingen van de Europese Unie te verwezenlijken. Gezien de uitdagingen die tijdens deze nieuwe Brusselse en Europese legislaturen moeten worden aangegaan, moet de voorbeeldfunctie van de overheid ten dienste staan van de klimaatambitie die door alle deelnemers aan de Top van vandaag wordt gedeeld. In die zin heeft de organisatie van deze momenten van directe uitwisseling rond concrete dossiers het mogelijk gemaakt om de basis te leggen voor een positieve en effectieve samenwerking, die we op een constructieve manier zullen blijven voeden. »aldus Minister van Leefmilieu, Alain Maron.
« De banden tussen het Brussels Gewest en de Europese instellingen worden telkens versterkt na zo’n Top. Vandaag was een eerste, aangename, kennismaking voor beide partijen sinds de aanvang van de nieuwe Brusselse Regering en de nieuwe EU-legislatuur. Los van andere vergaderingen tussen het Gewest en de EU-instellingen is dit een perfect moment om te luisteren naar elkaars bezorgdheden. We besteden bijzondere aandacht aan punten die voor beide partijen belangrijk zijn, zoals onder meer openbare ruimte en urbanisme. De heraanleg van het Schumanplein is een voorbeeld van een gezamenlijke prioriteit » bevestigt Pascal Smet, staatssecretaris van Europese- en Internationale Betrekkingen.
