ANNUAL REPORT 2015

With the establishment of the Brussels Commissioner for Europe and International Organisations (CEIO) at the end of 2014 and the appointment of its Commissioner, Alain Hutchinson, the Brussels government has taken the first steps towards developing a formal and consistent host region policy within the framework of its regional powers, and in support of the Brussels-Capital Region’s profile as an internationally-focused region. The mission of the CEIO is to develop a regional host policy, the main purpose of which is to facilitate the establishment of all international organisations in Brussels, in harmony with the development of the Region and the needs of its citizens.

The activity report 2015 of the CEIO aims to illustrate achievements during this first year of operation. It also presages the importance of this mission that the Brussels government has given us; a mission that we have seized enthusiastically and hopefully effectively.

Met de oprichting van het Commissariaat voor Europa en de Internationale Organisaties (CEIO) eind 2014 en de aanstelling van zijn Commissaris, Alain Hutchinson, heeft de Brusselse Regering de aanzet gegeven voor de uitbouw van een formeel en coherent zetelbeleid, kaderend binnen de gewestelijke bevoegdheden, en ter ondersteuning van de profilering van het Brussels-Hoofdstedelijk Gewest als internationaal georiënteerde regio. De opdracht van het CEIO bestaat er in een regionaal “zetelbeleid” uit te bouwen met als hoofddoel het onthaal van alle internationale organisaties op Brussels grondgebied, dit met respect voor de harmonieuze ontwikkeling van het Gewest en zijn inwoners.

Het jaarverslag 2015 van het CEIO beoogt een overzicht te bieden van wat tijdens dit eerste werkjaar is verwezenlijkt. Het schetst bovendien ook een beeld van het belang van de opdracht die de Brusselse Regering ons heeft toevertrouwd, een opdracht die we enthousiast – en hopelijk ook efficiënt - ter harte hebben genomen.

Avec la création du Commissariat à l’Europe et aux Organisations Internationales (CEOI) fin 2014 et la désignation de son Commissaire, Alain Hutchinson, le gouvernement bruxellois a donné l'impulsion pour le développement d'une politique de siège formelle et cohérente dans le cadre des compétences régionales, en vue de permettre à la Région de Bruxelles-Capitale de se profiler en tant que Région à vocation internationale. Le CEOI a pour mission de développer une « politique de siège » régionale centrée sur l’accueil de toutes les organisations internationales sur le territoire bruxellois, dans le respect du développement harmonieux de la Région et de ses habitants.

Le rapport d’activité 2015 du CEOI tente d’illustrer ce qui fut accompli en cette première année de fonctionnement. Il préfigure aussi l’importance de cette mission que nous a confié le gouvernement bruxellois, mission dont l’équipe du CEOI s’est emparée avec enthousiasme et efficacité.
